Because he was waiting for the pontoon bridges to be used to cross the bridge. Because as he waited for the bridges, the Confederate forces under General Robert Lee was able to position his forces in a well position high grounds that when the Union forces was able to cross with the bridges they were caught on the trap and the disadvantage of strategic ground lead to a decisive defeat.
