By definition, an organ is anything that serves a vital function in the body and the purpose of the cochlea is to allow sound to travel through the ear to get to the brain to transmit information about the sound.

Because the cochlea serves this purpose, it would be considered an organ as it is an organ in the ear that helps with the senses.
