I believe the answer to your question would be, that Japan's sakoku policy was a system in which strict regulations were applied to commerce and foreign relations by the shogunate, and by certain feudal domains. It also had stated that the only European influence permitted was the Dutch factory at Dejima in Nagasaki. I hope this helps. Also if I am wrong, please feel free to say so.
