How did the decision to build and use atomic bombs on japan come about?

The decision was made as the president believed there was no other way to make Japan surrender. Once the first bomb was dropped Japan refused to surrender. Then the second one was dropped. Japan had no choice but to surrender as they could've faced annihilation.
