In the early 1700s, England became Great Britain, and this led to their desire to expand their empire around the world. Consequently, Great Britain established and attempted to maintain control over the colonies during colonization of North America. As a result, Great Britain practiced mercantilism and imposed strict control over trade when the colonies traded raw materials for goods made in Great Britain with the Navigation Acts. Because the French and Indian War came at a great cost to Great Britain, Parliament had to tax the colonies in order to pay back debt from the war. Due to the fact that colonists were English citizens and had to obey British laws, they were supposed to pay their taxes. This was enforced by governors who were appointed by the king or by the proprietor. A colonial legislature made laws for each colony but was monitored by the colonial governor.
