The solution to the problem is as follows:

The third row of Pascal's triange = 1 ... 3 ... 3 ... 1

(7x - 2y)^3 =

1(7x)^3 + 3(7x)^2 ( (-2y)^1 )+ 3(7x)^2 ( (-2y)^2 ) + 1( (-2y)^3 )

= 343 x^3 + 588 x^2 y^2 - 294 x^2 y - 8y^3
