slope=-a/b

4x-3y=6
-a/b=-4/-3=4/3
perpendicular to 4/3 is -3/4

y-y1=m(x-x1)
for slope=m

slope is -3/4
y-(-2)=-3/4(x-4)
y+2=-3/4(x-4)
