Perimeter of the rectangle = 4y - 4

Explanation:

Perimeter of rectangle = 2(l + b)

l = y + 1

b = y - 3

Perimeter

= 2(l + b)

= 2l + 2b

= 2(y + 1) + 2(y - 3)

= 2y + 2 + 2y - 6

= (2y + 2y) + (2 - 6)

= 4y - 4
