You can represent 112.4% as 112.4/100 = 1124/1000 = 1.124. When dividing by 10 to the power of x, simply move the "." over x digits, from right to left. In our case, we're dividing by 10^3, so we're moving "." over 3 digits. Thus 1124 becomes 1.124.
