For dividing fraction, you switch the division sign with a multiplication sign, then flip the numerator and denominator with the second fraction.
2/3 x 1/6
Then we flip 1/6.
2/3 x 6/1
This, in turn, would make it 6, because adding a one underneath any number makes that number a whole number.
2/3 x 6 = 12/3 = 4
