Why did people in the great depression called their temporary settlement communities " hoovervilles"?

During the Great Depression people called their temporary settlement communities "Hoovervilles" because they blamed Hoover for the depression. Hoover's economic policy such as a tight monetary policy which contributed to throwing the country into the Great Depression. He also failed to intervene to help those that had lost their jobs.
